WHO WE ARE

UAE provides a wide range of regulatory services to its members to keep electricity and natural gas rates affordable for the organization's members, many of whom compete globally. UAE is actively involved in the representation of industrial customers before the Utah Legislature and Public Utilities Commissions. The organization provides expert testimony in utility proceedings for Rocky Mountain Power (PacifiCorp) and Enbridge Gas Company on electricity issues and natural gas issues, including gas transportation.

At the regional and federal levels, UAE provides leadership and intervention on behalf of its members before the Western Electricity Coordinating Council (WECC) - the electric reliability council in the West - and the Federal Energy Regulatory Commission (FERC). On policy issues, UAE works to support our members' overall policy plans by resolving issues with administrative, legislative, and regulatory entities. UAE also participates in and monitors what is occurring at the Environmental Protection Agency (EPA) on issues that impact the region and state.

This month’s UAE Energy Update dives into the fast-evolving energy landscape reshaping Utah and the West. Here’s a snapshot of what you’ll find inside:

✅ Cox Takes Center Stage on Energy Abundance
Utah Governor Spencer Cox is now chair of the Western Governors’ Association and is rallying 22 states behind his Energy Superabundance plan. From modernizing the grid to streamlining permitting, Cox is betting big on doubling energy production to meet the demands of AI, manufacturing, and growth.

✅ Utah’s Nuclear Push Accelerates
Lawmakers advanced the state’s first nuclear resolution to declare Utah open for advanced nuclear manufacturing, uranium enrichment, and small modular reactors. But not everyone is cheering — environmental groups warn of safety risks and unresolved waste issues.

✅ Geothermal Power at the Point
The former Utah State Prison site could become a showcase for geothermal energy. A new feasibility study aims to tap into vast underground heat to supply clean power for the massive Point of the Mountain redevelopment.

✅ Mega Data Centers Eye Utah
Fibernet is planning a multi-gigawatt, 20 million-square-foot data center campus in Millard County — potentially the largest in the state. The project could rely on legacy coal infrastructure and new nuclear or renewable power.

✅ Federal Nuclear Licensing Shakeup
A fierce debate is brewing over the Trump administration’s effort to overhaul nuclear safety rules. The Idaho National Laboratory wants to take over parts of licensing from the Nuclear Regulatory Commission to fast-track new reactors — sparking alarms over safety and public trust.

✅ Western Energy Battles Heat Up
CAISO pushed back against Powerex’s claims over how the new extended day-ahead market will work, underscoring the complexity of building a cohesive Western grid.
